Title Serbia Leadership Programme/Workshop on the drafting of Pilot Municipalities' improvement/community plans. 
Description Worshop held in the framework on the Joint COE/European Agency for Reconstruction Programme on ''Strenghtening local self-government in Serbia'' with a view to help the Serbian Pilot Municipalities complete their respective Improvement Plans following the Peer Reviews which they hosted.

Activity Synopsis (ID# 20812) (Hide Synopsis)

Objective(s) • Introduce the key elements of so called British approach to effective democratic leadership and drafting of so-called improvement/community plans;

• Exchange views of the current features, priorities and challenges of the Serbian municipalities and more especially of the 10 pilot municipalities in view of the conclusions of the Peer Reviews they have hosted;

• Discuss the overall methodology to be applied to draft so called Improvement/Community and examine the draft plans prepared by the some of pilot municipalities, with the support of local experts;

 
Output/Results The participants have been introduced to the British approach in developing basic elements of leadership and strategic management required to build up democratic and effective local government and to the methodology to be applied to draft so called Improvement/Community Plans.

The Reports prepared following the Peer Reviews held in 8 Serbian Pilot Municipalities as well as the subsequent draft Improvement/Community Plans have been examined in detail and subsquent Recommendations been put forward by the COE expert and member of Secretariat.

 
Conclusions/Follow Up Completion of the remaining Peer Reviews and of Pilot Municipalities Improvement Plans.

Finalisation of related COE recommendations.

The Programme will officially end in February 2008.
