Title Drafting of a Guide on approaching Performance Management in Serbian Local Government 
Description Activity organised within the framework of the Joint Programme with the European Agency for Reconstruction on “Strengthening local self-government in Serbia”. This Guide, to be co-drafted by the experts of of the Council of Europe and the Standing Conference of Towns and Municipalities (SCTM), shall explain in a comprehensive manner, what performance management is, why it is helpful to develop the effectiveness of municipal administration and what the key techniques and methods are for it to be applied successfully. This Guide shall be based on the conclusions of the Project on Performance Management at local level and present some examples/case studies of tools developed and results achieved in the ten Serbian pilots municipalities. It may also make reference where appropriate to the experience of the French pilot municipalities involved in the project.
