Title Serbia Performance Management Programme - Phase III 
Description The Phase III of the Performance Management Programme includes the following items:

1. The organisation of a series of Capacity Building Project Officer and Assistant one day visits to each of the 10 Pilot Serbian Municipalities (March 2007) to support the process of drafting of specific Performance Management Templates and help them prepare the return fields trips’ of Representatives of the 6 French Pilot Local Authorities (14 to 17 April);

2. The organisation of a Joint Evaluation Seminar of the representatives of the 6 French Local Authorities’ field trips to the 10 Serbian Pilot Municipalities, with the participation of French and German Experts (18 April 2008, Belgrade).

3. The organisation of a 2nd series of Bilateral Meetings (Coaching Sessions) between CoE experts and representatives of the 10 Serbian Pilot Municipalities to finalise their respective general and specific Templates on Performance Management, discuss their implementation and examine the conclusions of the return fields trips’ of the Representatives of the 6 French Pilot Local Authorities (21 to 25 April);

Expected Result 2.3 - 2.3 Performance improvement in 2 local government services in pilot LAs as a result of a systematic use of performance indicators. A systematic approach to performance management is adopted in pilot LAs within the SCTM framework.
