Title Serbia Leadership Programme - Phase V 
Description The Phase 5 of the Leadership Programme includes the following items:

1. The organisation of a Final Evaluation Workshop with the participation of Representatives of the 10 Pilot Municipalities and local Peers with a view to examine the final Municipal Development Plans and the overall conclusions of the Leadership Programme (outside Belgrade, 11 & 12 June 2008).

2. The drafting, design, editing and printing of a Leadership Manual focusing on the methodology for drafting Improvement Plans and its translation in English.

Objective(s) Discuss with the local experts and officials, the final version of the Improvements Plans developed by the 10 pilots municipalities, and the overall conclusions of the Programme.

Complete the Leadership Manual and distribute it to all Serbian municipalities. 
Output/Results The Final Evaluation Worskhop was very successful. All plans were discussed in details and additional recommendations for improvement were suggested by the Council of Europe's and SCTM experts. These were to do with the need for a clear time table of action, for grouping some of the tasks together across themes reflecting their internal or external focus, and avoid overlapping of tasks.

Overall conclusions of the Programme and benefits it brought were also analysed. A draft version of the Leadership Manual was presented and case studies drawn from the various Leadership Plans agreed upon as Appendix. The Guide was then finalised by the CoE and SCTM experts and distributed to all Serbian municipalities.
