Title Expert meeting on approaches to Internet Protocol Television (IPTV) ; Regulation in Europe 
Description Expert seminar “IP TV regulation: European experience and possibilities for its implementation in Ukraine” was held on 21 February 2011 in partnership with the National Broadcasting Council of Ukraine.
Target groups: representatives of the National Broadcasting Council, State Service for Communications, the National Committee for Communications Regulation, telecom and mobile operators applying for IPTV licenses, professional associations of telecom operators and internet providers, media NGOs.

Objective(s) - to introduce the models for IP TV regulation applied by European regulators to the Ukrainian broadcasting authority,
- to discuss the practical experience and challenges of implementing IP TV in Ukraine
- and to map out next steps as regards feasible approaches for IP TV regulation.



 
Output/Results
The Ukrainian broadcasting authority is yet in the process of the development of the methodology for regulating IP TV and it requested assistance of the European peers to develop solutions for this area that would be applicable in the context of Ukraine. Project experts presented their experience as regards IP TV regulation in the context of the EU regulatory framework for electronic communications as well as they shared the practical experience of IP TV Regulation in France and Germany. The expert presentations were followed by the presentation of the Ukrainian practices in this area from the perspective of the regulator and the industry. 
Conclusions/Follow Up Follow-up/next steps: the national broadcasting authority has thanked the Project for in-depth expert assistance provided at the event and suggested to create a multi-stakeholder working group in March that concentrate on the development of the acceptable methology for IP TV regulation. The Project experts were invited to become the focal point for this working group.
