Title Serbia Performance Management Programme - Phase IV 
Description The Phase IV of the Performance Management Programme includes the following items:

1. The organisation of a final Evaluation Conference with the representatives of the 6 French local authorities, the 10 Serbian pilot municipalities, the Council of Europe’s experts as well as all Serbian local authorities and key local/international stakeholders (3rd October 2008, Belgrade);

2. The organisation of two specific Workshops of dissemination focusing on the performance management mechanisms to be applied in the fields of “local economic development” and “citizens’ participation”, with the participation of specialised Council of Europe experts (November 2008).

Activity Synopsis (ID# 23990) (Hide Synopsis)

Objective(s) As regards to the final Conference, review the conclusions and celebrate the success of the Performance Management Programme and concerning the two workshops of dissemination, discuss the type of performance management mechanisms and indicators to be applied by municipalities in the field of local economic development and to promote active participation of citizens in local public life. 
Output/Results All 3 events were successfuly organised and widely covered by local media.

The final Conference was attended by an excellent range of representatives from Serbian and French local government as well as representatives from the French Embassy in Belgrade, the SCTM and the Council of Europe. The Conference was conducted in a positive and proactive way with all participants identifying the benefits from their inclusion in the programme. Other attendees felt that the programme should be broadened to other Serbian municipalities.

The specific Workshops were attended by representatives from some municipalities which took part in the pilot performance management project and some which had not been involved previously. Discussions included examples of where municipalities felt performance management had been successful and what had been learnt. The discussion also included positive views on the Performance Guide and how it was based on Serbia rather than being a generic Guide. All participants felt that they had benefited from contributing to and being part of the Seminar and learning about performance management. Information sharing was particularly useful and appreciated around LED and Citizens' participation.


 
Conclusions/Follow Up Till mid-December 2008: wide distribution of the National Guide to performane management

March 2009: Launch of a 2nd Round of the Performance Management Serbia/France with the inclusion of German municipalities
