Title Capacity Building and Legislative Support Task Force drafting of sub laws workshop. 
Description Within the framework of the Regional Programme for Cultural and Natural Heritage in South-East Europe (Component A, Institutional Capacity Building Plan), the members of the Legislative Support Task Force carried out the second 2008 workshop on the sub-laws' drafting process. They continued the review of the 3 sub-laws to the Law on Cultural Heritage in Kosovo and also reviewed the legislative and administrative steps required to complete the drafting of the 4 remaining sub-laws.

Activity Synopsis (ID# 25397) (Hide Synopsis)

Objective(s) Provide a forum for discussion and debate between the International Independent Commission (IIC) and the Legislative Support Task Force (CAL) with respect to the completion of the sub laws and a strategy for institutional reform to support their implementation. 
Output/Results - Priorities defined for CoE's immediate involvement in Kosovo.
- 3rd workshop to be organised in Kosovo with CAL experts.
- Written request from the Kosovo authorities required to initiate the strategy for institutional reform.
- Consider the definition for the establishment an audit commission under the auspices of the IIC. 
Conclusions/Follow Up - 3rd CAL workshop to be organised in association with the sub law working group in Kosovo.
- Confirmation required from MCYS concerning initiating a strategy for institutional reform. Contact through UNMIK required.
- Consider the Terms of Reference to be formulated and agreed for an 'audit commission' to be established under the auspices of the IIC.
- Advise the European Commission and UNMIK of the proposed 'audit commission'.
Participants Kosovo delegation to participate with UNMIK had to withdraw at the last minute due to the resignation of the Ministry of Culture UNMIK/Kosovo on 4 April 2008.
