Title Preparation of the training programme for the component on RAE Education of the project, revision of the modules and material following the feed back from the preparatory meeting. 
Description Preparation of the training programme which should:
- be structured in three training modules, to take place along the school year 2009-2010;
- comply with the requirements specified in the project plan and in the inception report;
- make best use of materials and documents produced in the framework of the Council of Europe, and particularly in the framework of the project Education of Roma Children in Europe;
- take into account the local situation of RAE and of the education system in Kosovo;
Preparation of detailed training materials for the first training module, due to take place in October 2009, including:
- detailed programme, training activities, and guidelines for trainers;
- handouts to be distributed during the course and additional training support materials (such as slides, other visual materials, etc.);
- a handbook for participants, including more detailed information on the topics included in the training agenda and instructions for practical activities to be implemented before the following training session.

Activity Synopsis (ID# 25437) (Hide Synopsis)

Objective(s) Launching of the training sessions foreseen in the RAE component of the IBP project in order to prepare teachers and mediators to work in multicultural environment:
increase awareness and understanding of RAE issues
stimulate the inclusion of elements of Roma history and culture in the education process
develop skills to use innovative pedagogical approaches to stimulate school achievement, build self-esteem, improve relations and reduce prejudice
enhance school-community and teachers -parents cooperation
 
Output/Results Participants were selected by the local CoE office, based on the criteria defined during the preparatory meeting and on the suggestions formulated by the MEST, KEC, Balkan Sunflowers, OSCE and other participants in the preparatory meeting.
The training programme has been structured based on the document prepared by Calin Rus, following the recommendations from the preparatory meeting, taking into account the two target groups: teachers working with RAE children and mediators or people potentially acting as mediators.
The training included an opening session, attended by representatives of the MEST, OSCE, Kosovo Education Centre, plenary sessions, workshops on the topics corresponding to the objectives stated above, some with both teachers and mediators, others separately for teachers and mediators, and was concluded with an evaluation.
A representative of the European Commission office in Kosovo also attended one of the sessions.
A variety of methods was used: plenary lectures with visual support in local languages, group work, interactive exercises and group discussions.
The program of this session has been planned with the aim to provide enough elements so that participants will be able to design and implement in their practice activities connected with all the objectives set for the training.
An introduction to the history of Roma, Ashkali and Egyptians was provided, based on a lecture by Rubin Zemon and a video material presented by Saimir Mile. Participants could get for the first time some knowledge and scientific information on the history and different ethnic identities of Balkan Egyptians and Ashkali communities. This was presented together with an overview of constructivist concepts and paradigms related with ethnicity, nation, and communities, as opposed to primordialism, as a necessary approach to understand the complex issue related with Egyptians and Ashkali identities.
Saimir Mile worked with a group on school mediation, having as reference material the European Guide of Roma School Mediator/Assistant, and other CoE documents. Calin Rus and Oana Nestian worked with groups of teachers and managed the rest of the plenary sessions.

The degree of involvement in the training activities varied greatly among the participants. Thus, if the majority of the participants were motivated, interested, active, and able to provide valuable outputs to the tasks given by trainers, there was a group of about 6 participants who refused to be actively involved in the activities and did not accomplish the tasks.
The final sessions focused on how participants will be able to implement and use some of the ideas, approaches, methods and tools presented during the training in their practice.
The evaluation confirmed that for most participants the training provided both additional motivation and useful information to support the improvement of the effectiveness of their work with Roma, Ashkali and Egyptian children.
 
Conclusions/Follow Up The training was a good start of a process that will continue throughout the next stages of the project implementation and set a good basis for the achievement of the objectives of this component.

It was confirmed that the topics addressed and the methodological approach are relevant for the needs of the target groups involved and that the whole training approach taken (based on a series of training sessions with requirements for implementation in between the sessions) was the right one to ensure effectiveness and sustainability.

The training also addressed in a balanced way the complex issues related with history and ethnic identity of Egyptians and Ashkali in Kosovo, deconstructed in a scientific way and presented in proper way to the stakeholders involved. Participants expressed an interest and a need to continuing with discussions and presentations related with history and identity of Roma, Egyptians and Ashkali in Kosovo.

However, the profile of participants that attended the training and the differences in attitude towards the training mentioned above show the need to revise the target group for the next stages of the project. That should be done by:
-replacing the teachers that did not show motivation and involvement during the training with motivated teachers working in the most numerous Roma, Ashkali and Egyptian communities;
-inviting teachers from the schools from the communities where mediators that attended the training work (they are Serbian schools);
-inviting additional mediators to join the group, particularly from those communities from where teachers are already involved and from where there are active educational centres (this has been discussed with Balkan Sunflower and Kosovo Education Centre – meeting on Thursday 8th Oct.)
Participants are expected to send to the CoE office in Pristina by the middle of January both a detailed analysis of the educational situation of RAE children in their school and community, based on a set of indicators presented and discussed during the training, and a report of the implementation of at least one activity in each of the categories introduced during the training, as described in a document distributed during the last session.
Additional comments:

Taking into account the fact that, while the majority of the group has a very high potential for making a valuable contribution to the improvement of Roma, Ashkali and Egyptians education, even if we leave aside the small group of non-motivated teachers who will probably be replaced for the next sessions, there are important differences in terms of awareness of the key issues and experience with innovative, interactive methods. Therefore, the next sessions will have to continue to focus on:
-increasing awareness and understanding of Roma, Ashkali and Egyptians issues, including history and culture;
-developing skills for using innovative and interactive methods for teaching and for engaging with parents and local communities;
-cooperating with mediators in order to improve the education of Roma, Ashkali and Egyptian children and to develop effective cooperation with parents

Regarding the sensitive issues of identities and history, it has been proven useful to provide, besides historical data, a more general framework for understanding ethnic and cultural identities. It appeared that for the majority of participants it was for the first time to hear current theories in anthropology. They could get a better understanding of the complex processes associated to Ashkali, Egyptians and Roma communities in Kosovo, but also at regional and European level. However, this topic should be further developed and analysed during the following training sessions and the Fact Sheets on Roma history will be a valuable resource for this purpose.
