Objective(s) •Introduction to the language education policy of the Council of Europe (for the sake of those participants who did not attend the first seminar in March 2009).
•Update on developments in Kosovo since the first seminar.
•Official languages of schooling – Presentations and group work based on the following leading questions:
−What are the basic principles, instruments and procedures of standard-based school / classroom development?
−Why do we teach languages of schooling and which general communicative, linguistic, cultural etc. competences are pupils supposed to acquire by the end of compulsory education?
−Which language competences do pupils need for successful learning in non-language subjects?
Group work to draw up attainment targets (listening and speaking; reading and writing) for the end of (a) primary, (b) lower-secondary education.
•Foreign languages and Romani – Familarization of participants with the action-oriented approach and common proficiency levels of the Common European Framework of Reference for Languages. Presentation and discussion of an approach to second/foreign language curriculum development and implementation based on the CEFR and the European Language Portfolio (the Council of Europe’s Curriculum Framework for Romani and two ELPs for learners of Romani were used for purposes of illustration)
Output/Results •The participants in both strands of the seminar welcomed the presentation of Council of Europe concepts and instruments and the opportunity to familiarize themselves in group work with the challenges posed by specific tasks, especially the writing of learning outcomes/descriptors.
•Official languages of schooling – The participants responded well to the inputs on curriculum design and outcomes based models. Their participation in the workshops advanced their understanding of competence areas for language as subject and different approaches to describing levels of achievement. The discussion and feedback also helped the workshop leaders develop a better insight into some of the local language issues.
•Foreign languages and Romani – The participants responded positively to the approach to second/ foreign language curriculum development and implementation presented by the Council of Europe experts. Those responsible for English and French confirmed that the themes of the Curriculum Framework for Romani also belonged in their curricula. This suggests that the revision of language curricula in Kosovo could adopt the Council of Europe’s holistic approach to language education.
•Despite these positive responses we feel that the seminar made less progress than it should have done, for the following reasons:
−The goals of the second seminar were originally the goals of the first seminar, which was planned to be delivered in two parallel strands. However, because there were very few participants from foreign languages at the first seminar, we had to rearrange the programme and keep all the participants together.
−The participants in the second seminar were evenly divided between language as subject/language of schooling on the one hand and foreign languages/Romani on the other. This meant that we were able to implement the seminar programme as planned.
−However, we were still working largely in a vacuum because we were not given access to the draft national framework curriculum. Also, the extent to which many participants in the seminar are involved in the process of curriculum reform was unclear.
−At the first seminar we were repeatedly told that a new curriculum for Romani was about to be passed into law. However, in November 2009 it still seems to be in draft form. We wonder why none of the people responsible for the Romani curriculum attended the part of the seminar concerned with the Council of Europe’s Curriculum Framework for Romani. The representatives of the Roma community who did attend evidently have no role in the development of the Romani curriculum.
Conclusions/Follow Up The expected results of the project are as follows:
•Proposals for European curriculum standards in languages in Kosovo are developed, drawing on common European reference instruments and tools developed by the Council of Europe.
•CoE policy instruments are made available in official local languages, in particular the Common European Framework of Reference for Languages and the Guide for the Development of Language Education Policies in Europe.
•The Curriculum Framework for Romani is introduced to teachers and piloted in selected schools.
At this stage the second result has been achieved, while the first and third have been only partly achieved. Thus next steps are focused on the remaining results.
