Activity Synopsis (ID# 26768) (Hide Synopsis)

Objective(s) Meeting was held on 29 April 2009. In difference to the previous WG meeting this one was held with the expert assistance. CoE expert professor Stephen Adam joined the WG in order to help them solve some of the pending issues. Both at the meeting and afterwards in his report professor Adam stressed that there are two linked sets of challenges facing the work on the Serbian QF – the “issues for decision”, namely the ones that need to be addressed by the WG and MoE, and the ones that can be named “barriers to change”, i.e. the issues inhibiting not only the work of the WG but the HE reform in general. The current Serbian QF reflects the existing set of relations and rules and is consistent with the existing Law on HE, but the successful and more rapid development would require from WG to reflect on current realities critically and to start discussing many issues to name only few: how Serbian QF can be placed within the context of the Strategy for the HE reform in Serbia, to link it with ECTS – the role and purpose of credits, with employability dimension, with quality assurance and standards, mobility; to think deeply about the role of the QF in curriculum development and about relationship between QF and other parts of the educational infrastructure.
 
Output/Results It became obvious that WG and MoE need to agree on the course of future actions in the near future, if the work on the Serbian QF is to be put on the right track, the one that will be Bologna-compliant. 
Conclusions/Follow Up Meeting with the WG chair person and State Secretary will be held end of May to agree on the future actions.
