Activity Synopsis (ID# 29431) (Hide Synopsis)

Objective(s) To bring together the representatives of the Council of Europe (CoE), the European Union (EU) and of the state authorities and national human rights institutions from the beneficiary countries of the CoE/EU Joint Programme ''Combating ill-treatment and impunity'' in order to present the state of implementation of the Project and the achievement of its objectives, to discuss the accumulated experience and improvement of the national regulatory, institutional and procedural framework for the effective investigation of ill-treatment complaints in line with European standards, and to identify the needs for future action under the follow-up Joint Programme between the EU and the CoE entitled “Reinforcing the fight against ill-treatment and impunity”. 
Output/Results This was the Final Meeting of the Steering Committee, which was a very productive regional event, bringing together the representatives of all five beneficiary countries. The state of implementation of the project and the progress made, accumulated experience and improvement of the national regulatory, institutional and procedural framework for the effective investigation of ill-treatment complaints in line with European standards, as well as the needs for future action were discussed in-depth. The impact of the current project and the necessity of the continuation of the activities for reinforcing the initial progress were highlighted. 
Conclusions/Follow Up All national delegations emphasised the importance of long-term efforts to combat ill-treatment and impunity and expressed their full support to the continuation of the project activities during the follow-up Joint Programme between the European Union and the Council of Europe entitled “Reinforcing the Fight against Ill-treatment and Impunity” (1 July 2011 – 31 December 2013). In particular, the new element of combating ill-treatment in pre-trial detention facilities and penitentiary institutions, which is included in the follow-up project, was considered as very important.
