Title Regional event on ''Capacity raising and institutional development for the negotiation process on the adoption of bilateral agreements in the social security field'' 
Description Experts from the Region and from other European countries will discuss how bilateral agreements in the social security field should be drafted. What are the items that should be covered, problems to avoid, financial aspects, etc. Their experience will be shared and some bilateral agreements examined.

Activity Synopsis (ID# 31917) (Hide Synopsis)

Objective(s) Examine whether and if so how bilateral agreements in social security coordination should be drafted to make sure that they conform with EC and CoE standards while taking into account national social security requirements. 
Output/Results A number of relevant issues were discussed, notably as to the areas to be covered in such bilateral agreement (personal and material scope), the implementation, their financial impact and the political process to be followed before ratification. 
Conclusions/Follow Up Although the drafting of a bilateral agreement is not as such difficult, the negotiation and implementation afterwards might raise a good number of questions. Notably, the ratification of the agreements by Parliament is an area where special attention is needed.
