Title Final project conference 
Description The end of the joint EC/CoE project ‘Strengthening Higher Education in Bosnia and Herzegovina 2009-2011’ concludes a serial of altogether three joint EC/CoE projects supporting higher education reforms in Bosnia and Herzegovina since 2003, when B&H joined the Bologna Process.

This was the setting for the final project conference on 3 March 2011 in Sarajevo. It provided a platform to review and discuss the progress of reforms so far and to issue useful and practical input for partners and stakeholders in BiH for the tasks and challenges still lying ahead.

Particular emphasis was given to the (further) implementation of the results and tools developed so far in the three consecutive joint projects.

Objective(s) to promote the work undertaken and tools developed in the course of three joint EC/CoE projects supporting higher education reforms in Bosnia and Herzegovina since 2003
to review and discuss the progress of reforms so far
to issue useful and practical input for partners and stakeholders in BiH for the tasks and challenges still lying ahead 
Output/Results The final conference was very successful and brought together a broad range of actors in the BiH higher education community as well as some other stakeholders, such as the federal employment agency. The conference included presentations of the main outcomes of the project, of main European developments and of the views of Bosnian universities and students. An important part of the conference was group discussions on three topics: governance and strategy, quality assurance and qualifications. Each group made recommendations on issues that should be followed up by the relevant actors in Bosnia and Herzegovina, building on the outcomes of the project. Further, in the future, it is clear that it will be important to provide a platform for all parts of the HE community in BiH to discuss HE policy issues, an expert body many participants said was lacking. 
Conclusions/Follow Up The conference concluded with a set of recommendations for reforming the higher education sector in the coming four years and outlined required contributions by the various partners in BiH. The Council of Europe will submit these to the relevant authorities and concerned institutions in Bosnia and Herzegovina for follow up. 
Participants Some 130 representatives of policy makers, the academic community, locally based international organizations and NGOs and of embassies, as well as some other stakeholders, such as the BiH Civil Service Agency, the BiH and FBiH Employment Agencies and the RS Employment Bureau participated in the event.
