Objective(s) to review the project results and discuss possible follow up activities by BiH authorities and the concerned institutions.
Also on the agenda were three new documents prepared under the joint project since the third steering board meeting: an expert report on the need for coordination of the implementation of the Bologna reforms in BiH from December 2010, a proposal for a BiH Bologna Committee from January 2011 and recommendations for HE legislation relevant for QA and QF from February 2011.
The project further presented the final publication of the CD guide in print form and on CD-Rom, the latter including extensive extra material: a series of power point presentations for university staff training, a series of Bologna reference texts in English and in B&H languages and an archive of all documents prepared in the three joint EC/CoE projects in higher education between 2003 and 2011, in English and in B&H languages.
 
Output/Results The Steering Board reviewed and (with the exception of the newly appointed Minister of Education of Sarajevo Canton) expressed its satisfaction with the outcomes of the project, which has brought the implementation of higher education reform in line with the policies and priorities of the European Higher Education Area (EHEA) a significant step further in Bosnia and Herzegovina.
Much of the discussion focused on the proposal for organising the follow up of these reforms after the termination of the project and in particular the establishment of a Bologna Committee for Bosnia and Herzegovina. The discussion of this point brought forth the tensions between the different groups and parts of the country. It proved impossible to find compromise formulations and the Steering Board was therefore unable to adopt final conclusions of the project. The Steering Board did, however, adopt and decide on the further procedure for a series of documents specifying the outcomes of the project, several of which will be transmitted as recommendations to the Conference of Ministers of Education of Bosnia and Herzegovina and the BiH Rectors’ Conference. 
Conclusions/Follow Up The SHE III Project Steering Board recommends the joint EC/CoE project takes the fol-lowing action for the documents elaborated in the course of the SHEIII project, prior to the end of the project on 31 March 2011.
