Expected Result 3.3 - Impoved ability of selected pool of decision-makers to apply the European principles and criteria for effective investigation of the complaints of ill-treatment in their daily work. Wider dissemination of standards and recommendations on full observance of the rights of detainees and the concrete obligations of law enforcement officials in line with European and international standards is ensured.

Objective(s) To enable the prosecutors in the regions of Ukraine to apply in their daily work the European standards for effective investigations of allegations of ill-treatment, and in particular to promote the direct application of these standards in the course of criminal procedure in Ukraine.
To enhance the dialogue with the target group in Ukraine and to foster European human rights culture. 
Output/Results The prosecutors in the regions of Ukraine were trained on the relevant standards developed by the European Committee for the Prevention of Torture (CPT), as well as the case law of the ECtHR in the area of positive obligations of the CoE member states to provide for effective investigations of allegations of ill-treatment, and acquired practical skills for applying these standards in their daily work. The mode of direct application of the ECHR standards was emphasised and specific examples were provided and case studies conducted. The seminars resulted in a comprehesive discussion on the above-mentioned subject and an exchange of experience among the participants who highlighted relevant examples from their own practices. 
Conclusions/Follow Up The capacity of the prosecutors in the regions of Ukraine to apply the European standards in their daily work was developed. This series of seminars was organised in co-operation with the Office of the Prosecutor General of Ukraine and the All-Ukrainian Centre of Legal Assistance ''Public Advocate'' under the Council of Europe/European Union Joint Programme ''Combating ill-treatment and impunity''. The national ECHR prosecutors' trainers will continue training their colleagues in the regions.
