Project Purpose 4 - 2010/DGHL/JP/2447   Support to the Ombudsman institution
Expected Result 4.4 - Strengthening the role of local government in protection and promotion of human rights and fundamental freedoms. Both the Ombudsman’s staff and the staff of local authorities are made aware of the latter’s specific obligations as concerns the respect and defence of human rights and of the ombudsman’s power to monitor such respect.

Objective(s) To ensure a better understanding and knowledge of human rights, a guide for public servants will be elaborated in two languages (Moldovan and Russian), gathering different national and international normative instruments of human rights; this publication will enable public officials to be more efficient in the protection and safeguard of human rights and fundamental freedoms. 
Output/Results The manual was developed by the representatives of the Moldovan Ombudsman Institution and is designed to present in an accessible manner the most useful information for the civil servants authorised with resolution of issues of legal nature, as well as for any other person who faces such issues. The idea to develop the Manual appeared as a consequence of analysis of requests received by Moldovan Ombudsman from citizens and suggestions from representatives of local public authorities. The Manual has the purpose to present in a most accessible manner the useful information for the civil servants from local public authorities, entitled with the competence to solve legal problems at a local level, as well as for any other person who faces issues of a legal nature. 
Conclusions/Follow Up The manual was delivered in October 2011 and was distributed shortly among stakeholders.

Based on the Manual were organised training seminars in 5 cities of the country in order to familiarise the civil servants from local public authorities on national and international normative instruments of human rights.
