Title On-site training session in a psychiatric institution of the Republic of Moldova 
Description This activity will be used to introduce the experts on the situation in Moldova, to share experiences on protection of people with mental disabilities, and to prepare next activities, including the Study visit on rights of persons with mental disabilities (to be combined with a training on disability issues and on-site visit to a psychiatric institution in Greece), to take place on 11-14 May.

Activity Synopsis (ID# 32776) (Hide Synopsis)

Objective(s) CoE experts will train the staff of the Ombudsman institution on rights of PwD with the objective to increase their knowledge about the main international legal documents pertaining to the rights of PwDs and to introduce the participants to the methodology of monitoring psychiatric institutions. 
Output/Results This twofold activity was carried out with participation of representatives of the Greek Ombudsman’s Office, and comprised a visit to a psychiatric institution in the city of Balti and a training seminar on the second day. The visit to the psychiatric institution served as an opportunity for the experts to familiarise themselves with the conditions of treatment of persons with mental disabilities in a Moldovan psychiatric institution, and for the representatives of the Moldovan Ombudsman institution to make first notices on the level of observation of the rights of persons with disabilities as a first step in the future monitoring of psychiatric institutions in Moldova. The seminar was dedicated to sharing the views on the results of the visit to the Balti psychiatric institution as well as to share the knowledge and lessons learned by the representatives of the Greek Ombudsman on such topics as practices of promotion of the rights of persons with mental disabilities, limitation and deprivation of the legal capacity, placement of a person under guardianship, state policies in the field of mental health and protection of persons with mental disabilities etc. 
Conclusions/Follow Up Knowledge of Moldovan Ombudsman and its personnel regarding human rights of persons with mental disabilities (PwD) were consolidated, so that the institution is enabled to more efficiently promote and protect these rights through relevant recommendations to Moldovan authorities. The discussions over points that need to be taken into account when monitoring mental health institutions was of great interest for the staff of the Moldovan Ombudsman.
