Title MARS joint programme evaluation 
Description The ongoing evaluation and the final evaluation of the MARS programme include an analysis of :
The Management tools dedicated to the MARS programme, i.e. the level of understanding of the methodology and issues by partners (discussion with the co-ordinators on the philosophy of the project, the stakes, the risks and its significance for the beneficiaries), documents prepared by the project manager (time-lines, reporting templates, background information), the planned co-ordination and project management procedures both at partner level and at the project level
A first set of activities, including a series of max 9 cross-visits (3 on media & diversity training, 3 on cross-production and 3 on editorial content management), 1 national encounter and the 1st European Encounter. Each activity will be evaluated by a specific procedure: contribution of the partner organisations; participant feedback/satisfaction questionnaires, expert evaluation etc. as required.
The final evaluation will concern both the project methodology (assumptions, inputs, processes, structures vis-a-vis the project outcomes) as well as the project result, vis-a-vis the commitments made in the application. This evaluation will have to be defined and implemented by the Consultant Evaluator. This final evaluation will have to include an analysis of the outputs of each category of activities (cross-visits, national and European encounters) and of the feedback of partner organisations and participants.
