Title International Adviser seconded to the Coordinating Council of Audiovisual (CCA) of the Republic of Moldova for the Election Campaign for the local general elections 2011 
Description The international adviser should offer consultancy to the staff members of the Monitoring Unit of CCA in drafting media monitoring reports on the local general elections, scheduled for June 5, 2011 and to advise the Monitoring Unit how to carry the media monitoring to some specific and more problematic aspects of a media monitoring (e.g. how to eliminate potential subjectiveness and/or bias of media monitors, how to deal with the advantage of incumbency etc.). The expert should also assist the head of the Monitoring Unit in elaboration of media monitoring reports and of the draft decisions and to help CCA to examine the complains regarding the media coverage of the local general elections.

Output/Results During the election campaign, CCA produced, with support of the Council of Europe consultant, 3 media monitoring reports in accordance with domestic legislation and international standards, which were presented during the CCA sittings on 17 and 24 May and 3 June 2011. The civil society and international organisations active in media monitoring noticed that CCA produced monitoring report in accordance with domestic legislation and international standards, continuing the trends of high-standard monitoring. Based on the results of the monitoring, CCA exercised its right to penalise the broadcasters for being partial when covering the electoral campaign.
