Activities in 2011

According to the Administrative Arrangement 53/11 as of June 16, 2011, the Development Centre “Democracy through Culture” (located in Kyiv, Ukraine) received from the Council of Europe/European Commission a grant in aid of a maximum of € 10 388 for activities and events related to the establishment and development of the Ukrainian network of Intercultural Cities (Ukrainian Platform), in 2011.
The network establishment process started in March, 2011, when the Memorandum on the Ukrainian Platform was signed by representatives of 8 cities at a conference «Intercultural Cities: Ukrainian Platform and perspectives of enlargement and collaboration» in Kyiv, in March 29-30, 2011. The following Ukrainian cities took part in the conference: Melitopol, Yuzhne, Khmelnytsky, Lutsk, Pryluky, Nizhyn, Zhytomyr, Vinnytsia, Kherson. This conference was organized by the Development Centre “Democracy through Culture” with support of the Ministry of Culture of Ukraine. The Director of the Mondisieme Centre in Reggio Emilia, Adil El Marouakhi, took part in this conference presenting the Italian Intercultural Cities Network.
Before and after the conference, the Development Centre experts organised special visits to cities which expressed their will to join the Ukrainian Platform of intercultural cities. Below, the visits, dates, objectives and participants are listed.

At the same time, the construction of the special web site dedicated to the Ukrainian Platform began.

In August, some of cities took part in the meeting with Thijs Malmberg discussing CBRA approach to improve results of intercultural cities initiatives. The meeting took place on August 26, in the office of the International Renaissance Foundation in Kyiv. The following cities took part in the meeting: Melitopol, Pryluky, Nizhyn, Zhytomyr, Lutsk. The city of Melitopol was included to the pilot scheme to test this method (along with Lisbon, Oslo and Tilburg), and the Ministry of Culture expressed the interest to support the best practice dissemination in Ukraine. The Development Centre organized a special meeting on August 25 in the Ministry of Culture of Ukraine with the vice minister to discuss possible collaboration in this term. On behalf of the ministry the vice minister promised to consider possibility of special program for sharing experience among other intercultural cities in Ukraine.
In September, 8-9, an International workshop for cities composing the Ukrainian Platform, was organized in the city of Yuzhne, Odessa region (see the Agenda and a List of Participants). Emphasis was put on information policies and the index of interculturality, besides other important issues. The Spanish experience in monitoring and research as well as in networking was presented by Nuria Franco Guillen, assistant co-ordinator of the Spanish Intercultural cities network. M. Glaudemans from Stadslab Tilburg , took part in the workshop presenting (along with Melitopol participants) the concept of public space transforming into intercultural space.
On demands of cities and owing to saved resources, the Development Centre organised a concluding workshop in Kyiv on December 8-9, 2011, for the following cities: Melitopol, Pryluky, Lutsk, Nizhyn, Pavlograd, Kherson, Vinnytsia, Ivano-Frankivsk, Yuzhne, Khmelnytsky (see Agenda 1 and a List 1 of Participants). The Ministry of Culture took part in this workshop informing cities about the planned Forum in 2012, in Lutsk. The Forum will be supported by the Ministry of Culture and City Hall and will take place in Lutsk in June 23-26, 2012. Among main objectives of the Forum are envisaged: discussion of achievements of the Ukrainian Platform of Intercultural Cities – events, surveys, projects, exchanges, political decisions, etc.; sharing experience with European cities in implementation of intercultural approach; special sections “Intercultural events” and “Intercultural spaces”; training for intercultural researchers and media; cultural performances and exhibitions. It is expected that results of the Forum will be: signing of the formal Agreement with CoE and Ukrainian Platform; planning activities for the second half of the 2012 including collaboration with European cities; generating ideas for the national programme of intercultural cities for 2013; presentation comparative index of Ukrainian intercultural cities along with European practice.
During the December workshop in Kyiv the web site of Ukrainian Platform was restructured (according to desires of cities – see appendix “Information Scheme for cities”), and the draft action plan for 2012 was adopted (see appendix “Plan for the first half of 2012”).
The Financial Report reflects all expenses made by the Development Centre using the CoE resources. It doesn’t reflect other expenses (con-funding) in executing the project, in particular, Ministry of Culture (March) in amount of UAH 30000 (2.700 EUR), local governments (Yuzhne, Lutsk, Pryluky, Nizhyn, Melitopol, Pavlograd) in amount of UAH 25000 (2.000 EUR), and the Development Centre “Democracy through Culture” in amount of UAH 20000 (1.700 EUR).
In 2011, the Development Centre organized also cultural events in some cities (exhibitions) for starting discussions about intercultural policies with local communities and media. Particularly, there were exhibitions of Lithuanian maps and photos in Lutsk, Pryluky and Melitopol (with support of Lithuanian Embassy), Czech photos in Melitopol and Nizhyn (with support of Czech Centre in Kyiv).
