Title Elaboration of a memorandum of understanding and the short-term work plan of a regional network of press councils 
Description The Council of Europe supports the creation of an informal network of press councils from Armenia, Azerbaijan, Georgia, Moldova, the Russian Federation and Ukraine, the agreement of creation being reached on 9-10 June 2011 in Chisinau at a Regional meeting on media self-regulation. The participants at the Regional meeting established a working group to draft a memorandum of understanding and a short-term work plan of the network. A local expert will be involved in elaboration of the memorandum of understanding and the short-term work plan of the regional network of press councils.

Objective(s)  
Output/Results The local expert elaborated the draft Memorandum of understanding of the Regional network of press councils and the short-term work plan of the network. On 6 October 2011 in Moscow, during the meeting of Alliance of Independent Press Councils of Europe, the representatives of media self-regulatory bodies from Armenia, Azerbaijan, Georgia, Moldova, the Russian Federation, Tajikistan and Ukraine adopted the Memorandum of Understanding. They agreed to create an informal network of media self-regulatory bodies, (Media Self-regulatory Organizations Network (MSON)), as a platform for regional cooperation and exchange of experience. The participants also agreed that the Network’s short-term work plan shall comprise: convening the Network’s General Assembly meeting; appointing the Network’s Executive Secretary; elaboration of the Network’s website; drafting joint recommendations/guidelines on journalistic standards from countries which are part of the Network (unifying terminology, codes employed, etc.).
