Title Long Term Expert (LTE) Project Management 
Description Within the framework of the EU/CoE Joint Programme on “Strengthening the Court Management System (Phase II of TR 06.01.04)”, the Consultant is expected to contribute to project implementation, in consultation with the Legal and Human Rights Capacity Building Department (the Justice Reform Unit) and in co-operation with the Project beneficiaries, short-term project consultants and other key players. The role of the Consultant include, but is not limited to:

 providing substantive expertise and advice on project outputs and ensure the coherence of project implementation;
 liaising regularly with the counterpart[s] in the beneficiary institution[s] assigned to the project and with the project co-ordination team in the Directorate of Co-operation of the Directorate General of Human Rights and Legal Affairs in the Council of Europe Secretariat in Strasbourg; the consultant will receive substantive guidance from the Head of the Legislative Support Unit and the Head of the Legal and Human Rights Capacity Building Department;
 co-ordinating closely with the CoE Senior Advisor/Consultant who will be steering and advising on project direction and priorities;
 co-ordinating, organising and overseeing the participation and work of the short-term consultants selected for individual activities/outputs of the workplan;
 contributing to the project work plan and its updating, in cooperation with the main beneficiary institutions and the project team;
 reporting on an on-going basis to the Council of Europe on the progress being made under the project, any obstacles encountered and new opportunities. Propose the priorities for the project and key areas to focus on in the relations with the Turkish authorities;
 contributing to the Project team’s narrative reports for submission to the Strasbourg Project manager, in particular by making a qualitative assessment of the project’s activities and results;
 contributing to coordination, planning and de-briefing with the local Project team and the Strasbourg Project manager;
 contributing to Steering Committee meetings;
 cooperating with other CoE Project teams in the country, represent the Project in meetings and liaise with other actors and organisations, aiming to optimise complementarity and a continuous dialogue;
be part of the overall project team.
