Title Analysis of the of the Albanian Human Rights and Anti Discrimination system (Activity 1.1)  
Description The analysis will entail a needs assessment mission by CoE to assess the gaps, determine output shortages, identify where coherence is lacking or insufficient, determine areas where overlaps, duplications, blockages take place. This will involve a visit of two international consultants who will spend 3-5 days in Albania meeting with major stakeholders, interviewing them. Output will be a detailed needs assessment report.

Activity Synopsis (ID# 40608) (Hide Synopsis)

Objective(s) - Analyses of the Albanian HR and Ad system ready by the 3rd month of the project implementation;
- Final set of priority recommendations and a schedule of their implementation decided upon and agreed by month 6 of project implementation; 
Output/Results In February 2016 a first fact finding mission in Tirana was conducted to collect information and data to analyse the Albanian HR-AD system . A comprehensive Report9 was prepared after the mission. The analysis focused on legislation, institutions and practice, with particular focus on the detection of gaps, output shortages, lack of coherence and synchronization, blockages or duplications.
Further to recommendations that are guiding the project implementation process, the Report included recommendations on how to better address existing shortcomings on legislative, institutional and regional levels and indicated best European practices, whenever applicable. Relevant findings and recommendations were presented to project partners, stakeholders and interested civil society at the project’s launching conference, early April 2016. They were also discussed at length and agreed during the first PSCM and WG meeting.
