Title Study visits to CoE countries for NPM staff (Activity 14) 
Description Two 2-day study visit to a CoE member state for staff members of the Ombudsperson’s Office and members of Panel of external experts will be organised to allow them to observe good practices and exchange with their peers on prevention of torture and ill-treatment. Study visits will focus on detentions/prisons and health/social care institutions. The most relevant countries for Montenegro will be identified after needs are more detailed after the first project phase
