Title Analysis of the existing internal complaints mechanism in order to enhance police capacity to prevent ill-treatment and combat impunity, June - October 2017, Belgrade 
Description The two consultants selected through call-off procedure (HFSRB Police Lot 2D-CO1) and direct contracting (1+1) will provide, through desk work, comparative overview of the best practices in the CoE MSs and detailed set of recommendations and come to in-country visit in October 2017 to verify the findings and present their recommendations.

Project Purpose 7 - 2016/DG I/JP/3721   HF-Serbia- Enhancing human rights protection for detained and sentenced persons
Expected Result 7.1 - To strengthen the safeguards against ill-treatment through better compliance with CoE standards 1.1 Improved regulatory/operational framework and increased capacities of police and medical staff in prisons against ill-treatment in police and prisons 1.2 Police staff capacity to prevent ill-treatment and combat impunity is further developed 1.3 Internal and external police oversight mechanisms are further strengthened 1.4 The rights of apprehended and detained persons in police establishments are strengthened through enhancing their knowledge on their rights and a custody record system is unified and improved
