Title Legislative expertise in Serbian of the two draft by-laws: The Rulebook on the Manner of the Exercise of Police Powers and The Rulebook on complaints procedure, focusing on safeguards against ill-treatment and providing concrete recommendations 
Description A national consultant selected through direct contracting will provide a legislative expertise in Serbian of the two draft by-laws: The Rulebook on the Manner of the Exercise of Police Powers and The Rulebook on complaints procedure, focusing on safeguards against ill-treatment and providing concrete recommendations.
The consultants will, together with two international consultants selected through call-off, take part in the RT presenting findings and recommendations.

Expected Result 7.1 - To strengthen the safeguards against ill-treatment through better compliance with CoE standards 1.1 Improved regulatory/operational framework and increased capacities of police and medical staff in prisons against ill-treatment in police and prisons 1.2 Police staff capacity to prevent ill-treatment and combat impunity is further developed 1.3 Internal and external police oversight mechanisms are further strengthened 1.4 The rights of apprehended and detained persons in police establishments are strengthened through enhancing their knowledge on their rights and a custody record system is unified and improved
