Description |
The third WG on efficient judiciary is supposed to review the situation in the beneficiary countries against European standards and good practices as regards the following issues: financing of the judiciary (including the management of courts’ funding); court backlogs (case flow and judicial time management).
The WG on efficient judiciary will assess the situation of the judiciary in five participating beneficiary countries, namely Armenia, Azerbaijan, Georgia, Moldova and Ukraine. The assessment will focus on two main issues:
1) financing of the judiciary, including:
- main characteristics and evolution of the public budgets allocated to the judiciary (courts, prosecution system and legal aid);
- the budgetary process (preparation and adoption of the budget, the management and the evaluation of budgetary expenditures);
- optimizing territorial court organisation to ensure more efficient use of available resources.
2) court backlogs, including:
- backlogs in civil, criminal and administrative matters;
- timeframes of judicial proceedings;
- implementing modern case flow management systems in order to fight court backlogs.
The first meeting of the Working Group will take place in Strasbourg to review and discuss the first draft of the report prepared by the experts of the Council of Europe.
