Title Third Working Group meeting to develop pre-service training modules and materials on ''freedom of expression'' 
Description Up to four three-day meetings of the WG will be organised to develop the pre-service training modules with the Justice Academy in line with the recommendation paper. Theoretical and practical aspects of freedom of expression will be included, such as freedom to hold opinions, to receive and impart information and ideas without interference by public authority; freedom of press; freedom to broadcast radio or TV programmes; restrictions related to national security, territorial integrity, public safety, to prevent disorder or crime, to protect health or morals, to protect the reputation or rights of others, to prevent the disclosure of information received in confidence or to maintain the authority and impartiality of the judiciary. A thematic approach will also be adopted to focus on important issues such as defamation, freedom of expression and terrorism, freedom of internet and social media, freedom of expression and freedom of assembly etc.
