Title Third Working Group meeting to develop in-service training modules and materials on ''freedom of expression'' and ''freedom of the media'' 
Description Up to four three-day meetings of the same WG will be organised to develop the in-service training modules with the Justice Academy and with the contribution of the High Council of Judges and Prosecutors. The in-service training modules will focus on specific aspects of freedom of expression and the media identified as the most relevant in the expert review and recommendation paper (for example, Article 301 of the Penal Code, crime of defamation, use of anti-terrorism legislation, internet freedom, hate speech, freedom of assembly, intellectual property, etc.). This will include the development of an online course on one sub-topics, taking into account the recommendations of the WG.
The WG will also prepare the training materials and/or practical booklets. It will select relevant case-law of the ECtHR, books, articles and documents to draft those training materials. The commentary book containing information on the relevant judgments of the ECtHR against Turkey prepared under the HRTF project on Freedom of expression will also be used as reference document.
The training materials and relevant documents will be translated into Turkish and published in 10.000 copies. Part of it will be used for the training seminars. The rest will be made available to the Justice Academy, law and communication faculties of different universities and other relevant institutions
The training modules and materials will be integrated into the in-service training curricula of the High Council of Judges and Prosecutors/ Justice Academy. They will also be put online on the website of the Justice Academy, the High Council of Judges and Prosecutors and the Human Rights Education for Legal Professionals (HELP) programme of the Council of Europe to be available to all legal professionals.
