Overall Objectives
Enhance regional co-operation and develop a reliable and functioning prison system in the Western Balkans countries, based on the rule of law and respect for fundamental rights and European democratic values and standards.
Countries : Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia. |
The beneficiary countries develop and manage professional and efficient prison systems adherent to European standards. |
The extent to which the beneficiary countries’ prison systems adhere to international best practices and European standards in the field of the enforcement of criminal sanctions and in the management of penitentiary establishments.

Develop training programmes and enhance local training capacities so as to increase staff knowledge of European standards and best practices, in particular in the field of human rights |

Expected Result 3.1
Prison management and operational staff’s professionalism is strengthened by improving their knowledge on European human rights standards, in particular the ECtHR and its case law and the standards of the CPT, as well as their skills in using these in their daily work. |
- Training strategies available for each beneficiary country; specific course content/curricula for managerial and operational staff developed; national trainers trained to act as multiplies for their peers.
-A total of 280 managerial and operational prison staff are trained as trainers.
A total of 420 to 700 prison staff benefit from cascade training sessions on European rights standards.
Tests to qualify as trainers successfully passed.
Successful role plays completed during training sessions.
Materials available in local languages in sufficient numbers and distributed to prison staff in all the beneficiary countries.
