Overall Objectives
To assist the beneficiary countries in developing measures that allow the promotion and protection of the right to freedom of expression and access to information in the long term. To promote media quality and diversity.

Shortcomings of national legislation are identified; Legal frameworks and practice are reformed and brought in line with Council of Europe standards so as to guarantee freedom of expression and access to information for all sectors of society

Expected Result 1.1
The legislative framework is brought in line with Council of Europe standards, in particular as regards defamation, broadcasting regulation, ensuring media diversity |
Revised legal frameworks in line with Council of Europe standards;
Increased media diversity and pluralism;
The European Convention on Transfrontier Television is ratified |
Planning and evaluation meetings organised as part of the project;
CEAD entries with synopses on the outcomes of the activities;

Public authorities (judges, prosecutors, staff of the broadcasting regulator) are enabled to apply Council of Europe norms on freedom of expression in their daily work |
