    Overall Objectives To assist the beneficiary countries in developing measures that allow the promotion and protection of the right to freedom of expression and access to information in the long term. To promote media quality and diversity.









    Shortcomings of national legislation are identified; Legal frameworks and practice are reformed and brought in line with Council of Europe standards so as to guarantee freedom of expression and access to information for all sectors of society

    To assist the country in developing the measures that allow the promotion and protection of the right to freedom of expression and access to information in the long term

    Changes in legislation and practice in particular regarding defamation, public service broadcasting, independent broadcasting regulator and journalists' safety;

    Increased media diversity and pluralism







     
    Expert opinions on the legal framework;
    Monitoring reports of the Council of Europe Parliamentary Assembly (PACE) Monitoring Committee;
    OSCE/ODHIR assessment reports







     
    Political will to amend legal framework

    Willingness of public authorities and media professionals to co-operate







     
    Expected Result 1.1 The legislative framework is brought in line with Council of Europe standards, in particular as regards defamation, broadcasting regulation, ensuring media diversity
    Revised legal frameworks in line with Council of Europe standards;
    Increased media diversity and pluralism;
    The European Convention on Transfrontier Television is ratified

    Planning and evaluation meetings organised as part of the project;
    CEAD entries with synopses on the outcomes of the activities;
    CoE mission reports;
    Websites of the governments in the target countries;
    Publication of normative texts;
    Website of the CoE Treaty Office
     
    Political will to amend legal framework
    Expected Result 1.2 Public authorities (judges, prosecutors, staff of the broadcasting regulator) are enabled to apply Council of Europe norms on freedom of expression in their daily work
    Number of media professionals trained ;
    Number of public authorities trained;
    Guidelines on improving the working methodes of public authorities are prepared and published

    Planning and evaluation meetings organised as part of the project;
    CEAD entries with synopses on the outcomes of the activities;
    CoE mission reports;
     
    Willingness of public authorities and media professionals to co-operate; Availability and co-operation by the local partners
    Expected Result 1.3 Measures are undertaken to improve the independence and quality of the media

    New self-regulatory bodies are set-up;

    Codes of conducts and other self-regulatory mechanisms are elaborated/or revised; Guidelines on improving the working methodes of public authorities are prepared and published;


    Planning and evaluation meetings organised as part of the project;
    CEAD entries with synopses on the outcomes of the activities;
    CoE mission reports;

    Websites of the governments in the target countries;
