    Overall Objectives Promote the rights of Russia’s ethnic and national minorities and better recognition of their specific integrity. Enhance the legal framework (notably to support the ratification of the ECRML) and provide assistance related to the promotion and development of the native cultures, languages, media and civil society of the national minorities.

    Provide assistance to different public authorities that would be involved in the future ratification and implementation of the European Charter for Regional or Minority Languages (ECRML), and increase awareness of the ECRML, including among civil society
    Meetings of Working Group and (at least 6 meetings of the Steering Committee; twice per year) are organised

    Study on regional and minority languages in the Russian Federation is finalised.

    Three simulations of the implementation of the Charter in selected regions of the Russian Federation are prepared by the joint team of experts.

    Study on principles and content of the Russian ratification instrument drafted and approved by the Working Group.

     
    Meeting reports of the Steering Committee and the Working Groups, research and reports on the outcome of the simulation, study on ratification instruments.  Political will of federal and regional authorities of the Russian Federation.

    Effective cooperation with the Working Group of experts established within the framework of the project.




     
    Expected Result 1.1 1. Conclusions of the Joint Working Group comprising experts on the ECRML and representatives of the Russian inter-ministerial working group on the issue of a possible ratification of the ECRML.
    The establishment of the Working Group, its agenda and procedures.

    Conclusions submitted to the Russian authorities.

    List of participants, meeting reports.
     
    Availability of appropriate experts, participation of all authorities concerned at federal level, effective cooperation among all concerned.

    Agreement within the Working Group on the agenda and procedure.
    Expected Result 1.2 2. Identification of the regional or minority languages used in the Russian Federation and their need for protection and promotion in line with the ECRML’s standards, including concrete proposals/measures to be taken.
    Report is produced by Russian experts and discussed by the Working Group.

    Draft report discussed by the Working Group, meeting report finalised.
     
    Selection of competent experts, relevant statistical data available, together with experts' assessments, good cooperation between Russian and European experts.

    Agreement within the Working Group on the results and reccomendations of the report.
    Expected Result 1.3 3. Proposals concerning the principles and content of the Russian Federation’s ratification instrument concerning the ECRML (by Joint Working Group); contribution to drafting the ratification instrument
    Study (on the basis of results of activity 1.2.1) is produced by Council of Europe experts, in cooperation with Russian experts.

    Text of the simulation reports drafted, discussed by the Working Group, its meeting reports finalised.
     
    Availability of competent experts, above mentioned report on regional or minority languages in the Russian Federation is finalised, good cooperation between Russian and Council of Europe experts, political will of the federal authorities.
    Expected Result 1.4 4. Illustration of practical consequences for federal, regional and local authorities as well as civil society of the future ratification of the Charter.
    3 simulations of the implementation of the ECRML carried out.

    Reports on the simulation results with concrete recommendations concerning future ratification.

    Text of the simulation reports drafted, discussed by the Working Group, its meeting reports finalised.
     
    Availability of competent experts, above mentioned report on regional or minority languages in the Russian Federation is finalised, good cooperation between Russian and Council of Europe experts.

    Political and organisational support from regional and federal authorities.
    Expected Result 1.5 5. Proposals on the implementation of the ECRML’s provisions, in particular on urgent measures to be taken for some endangered languages in order to have a multiplier effect.
    Report (on the basis of results of the activity 1.3.1) on urgent measures concerning some endangered languages with concrete recommendations regarding the protection of these languages.

    Decisions by federal and/or regional authorities regarding some endangered languages are drafted and made public.

    Text of report drafted, and discussed by the Working Group, its meeting reports finalised.

    Decisions by the federal and/or regional authorities are published.
     
    Availability of competent experts, above mentioned report on regional or minority languages in the Russian Federation is finalised, some endangered languages are identified, effective cooperation between Russian and Council of Europe experts, political and organisational support from regional and federal authorities.
