Assist national, regional and local authorities in implementing a ''Strategic Intervention Plan'' for the revitalisation and the social and economic sustainable development of small and medium-sized historic towns and their immediate surroundings
completion of the Preliminary Phase; setting up of the operational conditions for the Operational phase: 45 general surveys on priority intervention towns published; 30 pilot towns selected; Diagnosis of the Pilot Towns published; Coordination and management structures strengthened.  interministerial commissions and local technical teams set up in each country; number of candidate towns and level of mobilisation at national and local levels; Project coordinators' reports; international experts' reports; international partnerships consolidated  Global budget secured (external partnerships and voluntary contributions); political and technical direct involvement of the different institutional levels in the countries; willingness of the participating countries to share best practices

Expected Result 1.1 Coordination ensured between the five countries in order to define and adapt the methodology and management structures are set up for implementing activities.
2 coordination meetings are organised with the national project Coordinators and Project Managers; the extensive use of the collaborative platform as management tool; annual action plan (2011) adopted and adjusted; technical terms of references elaborated, revised and adopted for implementation; nomination of Project Managers in the countries, as well as local technical teams for each of the pilot towns.

Expected Result 1.2 Thematic workshops are organised in all participating countries to train the local technical teams set up in Pilot Towns.

a web page is developed on the Council of Europe site; dedicated web pages are created in countries; brochures are published in each of the countries for presenting the 45 priority intervention towns; promotion of the project during international events.
