    Overall Objectives To help avoid, put an end to or compensate for human rights violations through work with the National Human Rights Structures (NHRSs), including the transfer of international know-how to the staff of newly established independent National Preventive Mechanisms (NPMs).
    The NHRSs are more active and effective in monitoring, preventing and compensating for human rights violations

    Number of cases settled out of the national courts or the European Court of Human Rights by mediation of the NHRSs is growing

    New NHRSs and NPMs are set-up where they do not exist
    NHRSs’ legal basis and mandates are consistent with Paris Principles

    NPMs’ legal basis and functioning is OPCAT compliant

    Effective, active networks of NHRSs and NPMs are put in place

    Relevant legislation and general administrative practices in the fields for which NHRSs and NPMs have jurisdiction

    National reports by NHRSs/NPMs

    Contributions to international report and other international work coming from NHRSs and NPMs

    Compendiums of analyses of the human rights activities of NHRSs as reflected in their annual reports

    Statistics on out- of - court settlement by mediation of the NHRSs

    Dedicated section of CoE website, activity reports, project publications, reports by international monitoring bodies
