    Overall Objectives To promote intercultural dialogue on the basis of the guidelines and recommendations set out in the White Paper on Intercultural Dialogue [CM(2008)30] at local, national and international level. The programme addresses the democratic governance of cultural diversity, the promotion of democratic participation and citizenship, the teaching and learning of intercultural competences, the development of spaces for intercultural dialogue and the role of intercultural dialogue in international relations.

    Generate evidence to the postulate that negative perceptions and attitudes towards migrants/diversity are not a fatality and that cities can put in place successful strategies to manage attitudes in a positive way. Identify the most effective strategies and key factors of success.
    Some 800 civil society members will have been involved in the preparation and implementation of the actions and events foreseen.
    The capacity of media to reflect diversity in society and the promotion of the role of media to enhance mutual understanding within diverse societies will have been tested.
    Training courses and activities on diversity management, cultural mediation and antidiscrimination policies targeting professionals, such as journalists and media operators will have been carried out.
    An external evaluation of the project methodology and the results will have been undertaken.
    Project visibility and achievements ensured by:
    - regular media coverage: TV, press, radio, community media, possibly national media and partnership with EURONEWS
    - political visibility and reporting to CoE Committee of Ministers, Steering Committee, Congress of Local and Regional Authorities levels
    - outcomes of international Conferences
    Experience and previous engagement with public perceptions of diversity by partner cities.
    Readiness by leadership to engage political capital to foster balanced perception of migrants.
    Existence of university departments/polling agencies in the cities.
    Adequate capacity in the city to develop a communication and dialogue strategy and carry it out.
    Expected Result 1.1 Design and implement city communication and dialogue strategies to promote balanced public perceptions of ethno-cultural diversity (with a focus on the perceptions of third-country nationals).
    Availability and adequacy of strategies and their effective implementation have been ensured by 50 city policy makers and officials; expert and peer reviews of strategies.
    Feedback has been given by target groups for each action and/or event included in the strategies.

    Leadership/city council statements about the value of diversity for the community and their promotion via printed, broadcast and digital media; intercultural events; diversity awards; public debates and campaigns; media content production, etc.
    Actions/events included in the strategies fully in line with the image of migrants, the challenges of diversity, the fears and concerns related to identity, values and the need for dialogue, openness and adaptation on each side.
    Provision of coaching of city co-ordinators to exercise close quality control and troubleshooting assistance from the project management.
    Expected Result 1.2 Verify the impact of the communication and dialogue strategies on public opinion through representative surveys before and after the implementation of the strategy.
    Surveys based on internationally accepted methodologies including a common core element for all cities to enable comparability as well as city-specific elements to respond to the particular needs and demographies of partner cities have been undertaken.

    Public perception surveys (comparison between a baseline and a control survey); city strategies document; final project publication and evaluation.
    Commitment to the implementation of surveys and strategies in each city of similar quality and standard;
    Commitment to an intensive co-ordination between the agencies involved in partner cities and provision of “quality control” by the manager and external experts.

    Expected Result 1.3 Increase the understanding of local media professionals, city leaders and communication officers of diversity as an asset nd ensure their active support and contribution to the city communication and dialogue strategies.
    40 media professionals have been involved in training and guided production sessions with mixed media teams (mainstream and community media).

    Production of media material:articles, TV and radio broadcasts, webcasts and their subsequent appearance in media.

    Identification by journalists involved of key issues in relation to migration/perceptions/city and commitment to the production of engaging, quality media reports.
