    (14 Activities) Narrative
    To improve respect for human rights, particularly minority protection in the beneficiaries in practice, by enhancing the capacities of the relevant national bodies and the regional coherence of their activities
    .     
    Expected Result 1.1 A precise mapping of all existing national, local and non-governmental bodies dealing with the minority protection in the region, with a needs assessment based on CoE monitoring mechanisms is produced


    - Available list of all existing relevant national, local and non-governmental bodies.
    - Detailed, comparative assessment of level of implementation of European minority protection standards is available and based on reports, evaluations of the relevant monitoring mechanisms

    The needs assessment report itself;
    Conclusions and recommendations of the network meetings’
    Experts’ reports.
     
    - National and local bodies contribution to the fact-finding and information gathering part of the mapping
    - Adequate coverage, dissemination of information to reach relevant non-governmental organisations or local administrations.
    - Access to information about existing bodies
    Expected Result 1.2 The capacity of national specialised bodies dealing with minority protection, according their mandate and in line with national legislation, international and European standards, is strengthened
    - Number of the trained persons
    - Case studies are carried out properly during training sessions;
    - Trainers/consultants confirm that the necessary level of knowledge and skills has been attained;
    - The heads and staff of the bodies demonstrate awareness of the relevant European and international values, norms and practices in the specific field;
    - Number of persons trained for efficient monitoring on the implementation of FCNM and ECRML and for drafting relevant report
    - The number of complaints processed on these issues increase.
    - Initiatives by the institutions related to lobbying, policy-making and legislation increase

    Expected Result 1.3 Co-operation and co-ordination between minority protection bodies acting within each Beneficiary at central and local level are reinforced

    - Informal or formal structures of co-ordination are set-up
    - Focal points are identified within the institutions and given responsibility for co-ordination and outreach

    - Annual reports of the national bodies
    - CoE monitoring bodies country reports (in particular FCNM, ECRML and Commissioner for Human Rights)
    - Records of the common trainings or other events for the staff of the different national bodies in charge of minority protection
    - feedback from participants and stakeholders;

    Expected Result 1.4 Relations and co-operation between minority protection bodies and the legislative, executive and judicial authorities are improved
    Minority protection is mainstreamed throughout government policies
    - Number of Laws and policies adopted at the central and local levels promote minority protection
    - Courts render decisions which further anti-discrimination legislation, in line with European standards
    - Ministries, Parliaments, representatives of relevant administrations, state training institutions and judicial actors take steps aimed at implementing recommendations of minority protection bodies and to implement relevant CoE and EU recommendations.
    - Relations and co-operation between NGOs and public authorities are promoted
    - Informal or formal structures of co-ordination are set-up
    - Focal points are identified

    - Political willing to carry out a policy aiming to protect the minorities;
    - Engagement of the legislative, executive and judicial authorities to co-operate with relevant national bodies and to implement their recommendations;
    - Effective functioning of the judiciary;
    - Consultation mechanism is set up by the governments.
    Expected Result 1.5 The Network of all existing bodies in charge of minority protection in each Beneficiary is formally established and operational
    - Quality de-briefing papers, guidelines, conclusions are available
    - Continued active participation in the meetings by heads of the relevant bodies and their staff;
    - Regular meetings of the Network; training or awareness-raising events, exchange of experience, cross-institutional visits, etc.
    - Increased international or regional visibility by virtue of the activities of the Network
    - Network E-Newsletter is issued and informs the Network members of the activities, institutional or other developments pertaining to the project;
    - A section of the Council of Europe’s web site dedicated to the project is accessible, the information on the Network activities it is available.

    - Willing of the national bodies to be part of the network;
    - Willing to make use of the network and to see it evolve.
    Expected Result 1.6 A database with the compendium of the best practices is created and accessible to the network members in the relevant languages.
    - Guidelines, relevant documents and material on the key CoE legal instruments are prepared and available to the Network members.
    - New handbooks are prepared. The existing relevant publications on the minority protection issues, ECtHR case law and ECJ jurisprudence are translated.
    - Training materials developed, including E-learning tools:
    - Instruments, cases, decisions, materials, reports translated and published in the necessary languages;
    - Compendium prepared extracting and synthesising best practices as identified through the work of the Network.

    - The various materials and publications produced:
    - Records of the prepared material dissemination and distribution;
    - The Network Newsletter
    - Compendium
     
    - Decision makers continued commitment to disseminate and to distribute the Network best practice and the relevant publications.
    - Translating and printing capacity;
    - Users and beneficiaries have internet access.
    Expected Result 1.7 Promote the best practice of the NGOs in the field of the minority protection
    Tender procedure is completed and the projects are implemented
