To improve respect for human rights, particularly minority protection in the beneficiaries in practice, by enhancing the capacities of the relevant national bodies and the regional coherence of their activities |

Expected Result 1.1
A precise mapping of all existing national, local and non-governmental bodies dealing with the minority protection in the region, with a needs assessment based on CoE monitoring mechanisms is produced

- Detailed, comparative assessment of level of implementation of European minority protection standards is available and based on reports, evaluations of the relevant monitoring mechanisms |

The capacity of national specialised bodies dealing with minority protection, according their mandate and in line with national legislation, international and European standards, is strengthened |

- Case studies are carried out properly during training sessions;
- Trainers/consultants confirm that the necessary level of knowledge and skills has been attained;
- The heads and staff of the bodies demonstrate awareness of the relevant European and international values, norms and practices in the specific field;
- Number of persons trained for efficient monitoring on the implementation of FCNM and ECRML and for drafting relevant report
- The number of complaints processed on these issues increase.

Minority protection is mainstreamed throughout government policies
- Number of Laws and policies adopted at the central and local levels promote minority protection
- Courts render decisions which further anti-discrimination legislation, in line with European standards
- Ministries, Parliaments, representatives of relevant administrations, state training institutions and judicial actors take steps aimed at implementing recommendations of minority protection bodies and to implement relevant CoE and EU recommendations.
- Relations and co-operation between NGOs and public authorities are promoted

- Regular meetings of the Network; training or awareness-raising events, exchange of experience, cross-institutional visits, etc.
- Increased international or regional visibility by virtue of the activities of the Network
- Network E-Newsletter is issued and informs the Network members of the activities, institutional or other developments pertaining to the project;
- A section of the Council of Europe’s web site dedicated to the project is accessible, the information on the Network activities it is available.

Expected Result 1.6
A database with the compendium of the best practices is created and accessible to the network members in the relevant languages. |
- Guidelines, relevant documents and material on the key CoE legal instruments are prepared and available to the Network members.
- New handbooks are prepared. The existing relevant publications on the minority protection issues, ECtHR case law and ECJ jurisprudence are translated.
- Training materials developed, including E-learning tools:
- Instruments, cases, decisions, materials, reports translated and published in the necessary languages;
- Compendium prepared extracting and synthesising best practices as identified through the work of the Network.
