The project aims at enhancing the right to data protection in the 6 target countries through the further development of right-based legislative and regulatory frameworks on data protection and through an effective implementation of data protection principles in the region.

An increased proportion of the recommendations of the CoE regarding legal, policy and regulatory framework on data protection are implemented by national authorities in all EaP countries enhancing compliance with international standards.
The reports and recommendations of the supervisory authorities reflect international standards as a result of training provided to their staff in all EaP countries.

Enhanced data protection legislation, regulations and policies in line with international and European data protection standards, to secure the highest level of protection of individuals, including through the effective oversight of the implementation of the legislation in all EaP countries. |
- Areas of enhancement are identified for each of the 6 EaP countries, as a result of the legal expertise of the data protection legislation by three independent experts;
- Consensus reached on the follow up actions to the legal expertise in all EaP countries, as a result of expert meetings with national stakeholders (DPAs where applicable, governmental representatives and civil society);
- A network is established, and plans and a budget are developed between the relevant authorities in order to share knowledge and experience, possibly relying on existing regional networks such as CEEDPA. |

In order to be successful and meaningful the project will require full support of the government representatives entrusted with legislative changes.
