    Project Purpose 6      2016/DG I/JP/3720   HF-Montenegro- Enhancing human rights protection for detained and sentenced persons 300 000 
    (11 Activities) Narrative
    To enhance human rights protection of detained and sentenced persons in Montenegro in line with CoE and in particular CPT standards
         
    Expected Result 6.1 To strengthen the safeguards against ill-treatment in line with CoE standards
    Prison and police staff increase their knowledge and skills to carry out all their duties in accordance with national law and international standards

    Incidents of ill-treatment and references to CPT reports reduced

    The internal regulatory framework for prevention of ill-treatment is improved in line with international standards, with focus on medical screening

    Medical staff has increased knowledge and skills against ill-treatment

    Project inception, interim and final reports

    Assessment reports on specific areas covered by the project
    Experts’ activity reports and reports on meetings with stakeholders

    IOs and NGOs reports
     
    Political will to carry out reforms, adoption project deliverables and other working materials

    Adequate absorption capacity on the side of the MoJ and Police

    Expected Result 6.2 To strengthen the institutional framework and strategic planning for improved conditions of detention and penitentiary health care
    Beneficiary institutions equipped with necessary tools to reduce overcrowding and improve detention conditions

    Prisoners granted access to health care services of better quality

    The evaluation on the piloting of the rehabilitation programmes provided positive feedback
