    Project Purpose 7      2016/DG I/JP/3721   HF-Serbia- Enhancing human rights protection for detained and sentenced persons 780 000 
    (20 Activities) Narrative
    To enhance human rights protection of detained and sentenced persons in Serbia in line with CoE, and CPT standards, in particular
        Political will and full commitment of relevant authorities towards police penitentiary reform;

    Smooth co-operation with stakeholders throughout the project implementation;

    Required level of participation of target groups;

    Adequate expertise is secured.
     
    Expected Result 7.1 To strengthen the safeguards against ill-treatment through better compliance with CoE standards

    1.1 Improved regulatory/operational framework and increased capacities of police and medical staff in prisons against ill-treatment in police and prisons

    1.2 Police staff capacity to prevent ill-treatment and combat impunity is further developed

    1.3 Internal and external police oversight mechanisms are further strengthened

    1.4 The rights of apprehended and
    detained persons in police establishments are strengthened through enhancing their knowledge on their rights and a custody record system is unified and improved

    The regulatory/operational framework for prevention of ill-treatment is improved both by police and in prisons;

    Police officers increase their capacities to carry out their duties in accordance with national law and international standards;

    Persons deprived of their liberty are better informed about their rights;

    Administrative procedures for detention are improved;

    The interaction between police and civil society is improved.

    Assessment reports on specific areas covered by the project;

    Willingness and motivation of local staff to take part in the training activities and take ownership of the knowledge offered by putting them in practice;

    Commitment by the MoI to promote deep reforms in police monitoring mechanisms.
    Expected Result 7.2 To strengthen human rights protection of persons detained under involuntary psychiatric hospitalization and of persons with mental disabilities detained in social welfare institutions (Ministry of Health establishments)

    2.1 The rights of psychiatric patients involuntarily hospitalized and rights of persons with mental disabilities detained in social welfare institutions better protected through improving the regulatory and operational framework

    The normative framework for persons detained under involuntary psychiatric hospitalization is further developed;

    Patients and/or their relatives acquired better knowledge on their rights and procedures.

    Project inception, interim and final reports;

    Assessment reports on specific areas covered by the project;

    Experts’ activity reports;

    IOs and NGOs reports;

    Evaluation reports;

    Government statistics and information material.
     
    A continuous and smooth level of co-operation is maintained with the beneficiaries and relevant national stakeholders;

    Deep engagement of local beneficiaries in discussing and discussing legal reforms;

    Local and international expertise is secured.
    Expected Result 7.3 To facilitate the reintegration and rehabilitation of prisoners
    in the society after release

    3.1 The ability of the National Employment Service to facilitate social reintegration of prisoners is improved

    3.2 Rehabilitation and reintegration programmes are introduced in selected prisons

    Local beneficiaries have improved their skills and equipped with new tools/working methods to organize the reintegration of prisoners in line with European and international standards;

    Level of application of rehabilitation activities in practice is improved.

    IOs and NGOs reports;

    Evaluation reports;

    Government statistics and information material.
     
    Local ownership of the new tools developed through the project activities;

    Motivation to take part in training sessions and apply the knowledge acquired;

    Unhindered application and piloting of the reintegration programs;

    Good level of inter-ministerial cooperation.
    Expected Result 7.4 To strengthen the protection of human rights of patients and facilitate their reintegration and rehabilitation (Ministry of Health establishments)

    4.1 Therapeutic options (others then psycho-active medication) for patients in psychiatric institutions are improved

    4.2 Capacity of the Ministry of Health (MoH) to protect patients’ human rights is strengthened

    Psycho-social rehabilitative activities for patients are facilitated;

    MoH capacity to protect human rights of patients is strengthened.

    Beneficiaries will follow the CoE recommendations by incorporating them in their working practices;
