    Overall Objectives To support EU member states in implementing the European Convention on Human Rights (ECHR) at national level, by coordinating and improving national and international training activities through networking for legal professionals, enhancing judges, prosecutors and lawyers’ capacity to apply the ECHR in their daily work.

    Judges, prosecutors and lawyers from partner EU Member States (MS) acquire the reflex to refer to the Charter of Fundamental Rights of the EU (the Charter), the European Convention on Human Rights (ECHR) and the revised European Social Charter (ESC) in national proceedings (by enhancing their capacities) •Degree of application of knowledge acquired by legal professionals in targeted EU countries (e.g. number & kind of victims receiving support from trained legal professionals)
    • Number of enrolment of legal professionals in HELP e-learning courses (measured in Dec-16 and Dec-17, one year after project ends –and for Anti-discrimination, measured also in Dec-14 and Dec-15)
    • Society in general and victims of H.R.violation of targeted EU MS express satisfaction towards state protection of selected H.R. areas
    • Awareness on H.R. among legal professionals in targeted EU MS increase
    • Increased rating of pilot EU countries in international indexes re selected areas one year after project ends
     
    • CoE reports of targeted EU countries (chapters relevant to targeted areas)
    • Case law of targeted countries referring to cases covered under targeted areas
    • Chapters of reports of International organizations (e.g. CEPEJ) or NGOs related to targeted areas
    • Media/press articles related to targeted areas
    • Training programmes and curricula of the national training institutions (NTI) and bar associations (BA) in targeted EU countries
     
    (1) Continuous will of EU countries to apply CoE&EU H.R. standards
    (2) Situation in EU countries is stable without further deterioration of financial/security situation
    (3) EU partner countries cooperate and closely dialogue with the CoE aimed at including the EU Charter/ECHR/ESC law into their national systems and legal training curricula
    (4) Continuing support of EU and other partner international organisations like the EJTN or FRA
    (5) Interest from the legal professionals to enhance their skills on targeted areas
    (6) Greater societal awareness-raising on targeted topics (anti-discrimination, labour rights, privacy rights and bioethics)

    (3 Activities) Narrative
    A network of HELP Focal Points and Info Points (national experts representing NTIs and BAs in EU member states) provide European legal professionals with all necessary information on HELP resources, publish news on HELP national webpages, organise national and multi-country events on fundamental rights in the EU.

    • Degree of implementation of Action Work Plan every six months and at the end of the project
    • Increase in number of EU focal points and info points appointed by the end of the project (compared to 20 FP and 10 IP in June 2015)

    • HELP Secretariat and ‘HELP in the 28’ team reports
    • Contracts and/or letters of appointment by the CoE for FP and IP
    • Media coverage of training activities and seminars including national HELP websites
    • Feedback from the trainers and trainees of the National Training Institutions (TI) and Bar Associations (BA)
    • CoE/EU monitoring reports/assessments
     
    (1) EU NTI and BA cooperate with the Secretariat of the HELP and HELP in the 28
    (2) Pro-active role of partner NTI and BA to develop/participate in courses and seminars (the latter also requiring interest and participation from experts/consultants)
    (3) Updated ECHR/ESC training products, curricula and interactive tools (website)
