    Promote the rights of Russia’s ethnic and national minorities and better recognition of their specific integrity. Enhance the legal framework (notably to support the ratification of the ECRML) and provide assistance related to the promotion and development of the native cultures, languages, media and civil society of the national minorities.

    Provide assistance to different public authorities that would be involved in the future ratification and implementation of the European Charter for Regional or Minority Languages (ECRML), and increase awareness of the ECRML, including among civil society Meetings of Working Group and (at least 6 meetings of the Steering Committee; twice per year) are organised

    Study on regional and minority languages in the Russian Federation is finalised.

    Three simulations of the implementation of the Charter in selected regions of the Russian Federation are prepared by the joint team of experts.

    Study on principles and content of the Russian ratification instrument drafted and approved by the Working Group.

     
    Meeting reports of the Steering Committee and the Working Groups, research and reports on the outcome of the simulation, study on ratification instruments.  Political will of federal and regional authorities of the Russian Federation.

    Expected Result 1.1 1. Conclusions of the Joint Working Group comprising experts on the ECRML and representatives of the Russian inter-ministerial working group on the issue of a possible ratification of the ECRML.

    Availability of appropriate experts, participation of all authorities concerned at federal level, effective cooperation among all concerned.

    Expected Result 1.2 2. Identification of the regional or minority languages used in the Russian Federation and their need for protection and promotion in line with the ECRML’s standards, including concrete proposals/measures to be taken.
    Report is produced by Russian experts and discussed by the Working Group.

    Draft report discussed by the Working Group, meeting report finalised.
     
    Selection of competent experts, relevant statistical data available, together with experts' assessments, good cooperation between Russian and European experts.

    Expected Result 1.3 3. Proposals concerning the principles and content of the Russian Federation’s ratification instrument concerning the ECRML (by Joint Working Group); contribution to drafting the ratification instrument
    Study (on the basis of results of activity 1.2.1) is produced by Council of Europe experts, in cooperation with Russian experts.

    Text of the simulation reports drafted, discussed by the Working Group, its meeting reports finalised.
     
    Availability of competent experts, above mentioned report on regional or minority languages in the Russian Federation is finalised, good cooperation between Russian and Council of Europe experts, political will of the federal authorities.
    Expected Result 1.4 4. Illustration of practical consequences for federal, regional and local authorities as well as civil society of the future ratification of the Charter.

    Expected Result 1.5 5. Proposals on the implementation of the ECRML’s provisions, in particular on urgent measures to be taken for some endangered languages in order to have a multiplier effect.
    Report (on the basis of results of the activity 1.3.1) on urgent measures concerning some endangered languages with concrete recommendations regarding the protection of these languages.

    Decisions by federal and/or regional authorities regarding some endangered languages are drafted and made public.

    Increase awareness of the legal instruments of the Council of Europe (ECRML and of those provisions of the Framework Convention fit the protection of National minorities that relate to languages, education, media and cultulre) among the federal authorities and national (umbrella) NGOs representing national minorities At least 6 information seminars are organised in pilot and other selected regions (at least 5 regions in total).

    Increased awareness regarding the CoE standards related to national minorities and their languages as attested by stakeholders, NGOs, administrative bodies involved in the activities, and external observers.

    Related documents of the CoE are dissiminated among participants.

    Expected Result 2.1 1. Information and training on the ECRML is provided to identified target groups in order to have a multiplier effect at federal level:
    i) representatives of relevant administrations and professional associations;
    ii) broadcasting media and journalists;
    iii) representatives of Ministries of Culture and Education;
    iv) relevant training institutions for federal authorities and judicial community:
    v) national (umbrella) NGOs representing national minorities, in particular National Cultural Autonomies.

    At least 6 information seminars are organised in pilot and other selected regions (at least 5 regions in total), including representatives of all target groups.

    Information and dissimination of documents related to the ECRML and other relevant conventions at the federal level.

    Expected Result 2.2 2. The Public Chamber and relevant committees of the two chambers of the Russian Parliament are informed about the ECRML.
    Two public hearings are organised by the Public Chamber (the first an information seminar, the second open to larger participation, including the two chambers of Russian Parliament).

    Reports on these meetings.

    Media reports concerning public hearings.
     
    Decision by the Public Chamber to hold these hearings (preliminary agreement of the Commission concerned exists).
    Expected Result 2.3 3. Representatives of the Russian authorities and NGOs gain benefit from study visits abroad focusing on practical experience in the implementation of the Charter in selected countries.
    3 study visits to state-parties of the ECRML are organised.

    After the visits, best practices in the state-parties to the ECRML are referred to during the meetings of the Working Group, and introduced into its recommendations/ proposals.

    Agreement by the authorities of the European states to be visited, including arranging working meetings/seminars with Russian visitors.
    Expected Result 2.4 4. Publish relevant information material in Russian on the ECRML and other Council of Europe standards (handbook/guide for the use by NGOs and authorities at all levels, containing the text of the ECRML and other relevant texts (including the Council of Europe White Paper on Intercultural Dialogue)

    Promote and develop languages, culture, education, media and civil society of Russia’s national and ethnic minorities at regional level At least 6 information and training seminars are organised in pilot and other selected regions (3 seminars in the pilot regions and 3 seminars in other regions).

    Dialogue and productive co-operation of different target groups in public administration, representatives of NGOs and professionals are encouraged to strengthen the role of civil society in the protection of the cultures and languages of national minorities.
