    To help avoid, put an end to or compensate for human rights violations through work with the National Human Rights Structures (NHRSs), including the transfer of international know-how to the staff of newly established independent National Preventive Mechanisms (NPMs).

    The NHRSs are more active and effective in monitoring, preventing and compensating for human rights violations

    Number of cases settled out of the national courts or the European Court of Human Rights by mediation of the NHRSs is growing

    New NHRSs and NPMs are set-up where they do not exist
    NHRSs’ legal basis and mandates are consistent with Paris Principles

    NPMs’ legal basis and functioning is OPCAT compliant

    Effective, active networks of NHRSs and NPMs are put in place
     

    Relevant legislation and general administrative practices in the fields for which NHRSs and NPMs have jurisdiction

    National reports by NHRSs/NPMs

    Contributions to international report and other international work coming from NHRSs and NPMs

    Compendiums of analyses of the human rights activities of NHRSs as reflected in their annual reports

    Project Purpose 1      2010/DGHL/JP/2410   Promoting national non-judicial mechanisms for the protection of human rights 0 
    To support and strengthen the functioning of NHRSs in line with international and European standards (including the Paris Principles)
         
    Expected Result 1.1 Establishment of NHRSs at national, regional or local level and their independent and efficient functioning in conformity with the Paris Principles.
    Targeted missions to countries where there might be a political momentum for the setting up of a NHRS are carried out and such institutions are established subsequently. The authorities who consider setting up a NHRS are aware of the range of technical choices available as well as the pros and cons of each choice, as explained by representatives of each “model” available.
    Round tables are organized to discuss the modalities and possibilities to strengthen the human rights work of existing structures in the Russian Federation and explore possibilities to further set up new ones.

    Expected Result 1.2 The staff of the NHRSs have increased knowledge of relevant European human rights standards, in particular as regards the European Convention on Human Rights control mechanism.
    By the end of the project, 250 specialists from NHRS of the countries involved are trained on the non-judicial protection in specific areas of human rights which the Council of Europe monitoring bodies have identified as objects of major concern throughout Europe

    Digests, handbooks, compilation of best practices are prepared and published in English and Russian.

    Assisting the newly established bodies for the prevention of torture - National Preventive Mechanisms (NPMs)- in the development of competencies concerning European human rights standards and practices      
    Expected Result 2.1 Establishment of NPMs the mandate, designation and functioning of which is in conformity with OPCAT requirements.
