    To support the implementation of the new Constitution of Bolivia by providing assistance on the reform of the para-constitutional legislation

     

     

     
    Project Purpose 1      2010/CDL/JP/2473   Assistance to the Bolivian authorities to implement the constitutional reform of the State 0 
    To support the implementation of the new Constitution of Bolivia by providing assistance on the reform of the para-constitutional legislation The Bolivian authorities better understand the multiple dimensions of the reform of paraconstitutional legislation and are enabled to reform the judicial system, electoral legislation and territorial organisation in accordance with the international practices.

    The situation remains politically stable.

    The authorities of Bolivia co-operate with the Venice Commission.

    The authorities of Bolivia request legal opinions on paraconstitutional legislation

     
    Expected Result 1.1 Cooperation with the judiciary

    At least 3 seminars and exchanges of views on issues related to the international practice in the field of judiciary are co-organised with the Supreme and Constitutional courts


    Legal assessment of the (draft) legislation is provided

    The authorities of Bolivia co-operate with the Venice Commission; legal assessments are requested

    The legislation reforming the judiciary is adopted according to the schedule announced by the authorities
    Expected Result 1.2 Cooperation in electoral field
    Co-operation with the Supreme Electoral authority (Autoridad electoral del Estado) is established

    Legal opinion on the draft electoral legislation is provided.

    At least 3 training activities on newly enacted electoral legislation are organised on both national and regional levels.

    Co-operation between the central government and regions involves the Venice Commission

    Legal opinion on territorial reform is provided.

    Activities on distribution of powers between the central and territorial authorities with participation of provincial authorities are organised
