    To strengthen the capacities of Serbian local authorities, to provide quality service to citizens and overall good democratic governance, through the developpement of modern human resources management and establishment of professional training institutional framework and mechanisms of employees (in line with the related Serbian legislation on the status of local government officials).

     

     

     
    Project Purpose 1      2016/DG II/JP/3464   Humain resources management in local self-government in Serbia 2 000 000 
    Implementation of priority public administration reform at both central and local levels in order to improve efficiency, effectiveness, transparency, and to enhance commitment to prevent discrimination and accountability of public administration • Fulfillment/achievement of relevant measures of the Action Plan for implementation of the public administration reform
    • At least 50 LSG implementing or introducing elements of new HRM function, as defined by the law, by the end of project
    •The system for professional training of local self-government employees is established and operational
    •Council for professional training of LSG employees is established and operational
     
    •Government reports
    •Periodical overviews of the implementation of the PAR Action plan
    •EC annual progress reports
    •Analysis, studies and other documents related to the establishment of a professional training system and to the institutional capacities of LSG
    •Project progress, activity and evaluation reports
     
    •New legislative framework well defined
    •LSG responsive to the project initiatives
    •Full political commitment for implementation of public administration reform measures
     
    Expected Result 1.1 Established/improved coherent legal, institutional and organizational framework for an enhanced human resources management system in local self-government units
    •At least 50 LSG implementing or introducing elements of new HRM function
    •At least 100 LSG with new systematization act adopted, as required by the Law.
    •At least 100 LSG with annual staff plans submitted
    •At least 50 LSG with conducted annual staff performance appraisals
    •Concept for an unified electronic HRM software in the local administrations developed and shared
    •Publications, regional meetings, trainings and conferences delivered as per work plan

    •Regular project reports
    •Periodical overviews of the implementation of the Action plan
    •LSG survey at the end of project
    •Project documentation
    •Reports / minutes of the HRM network meetings
     
    Expected Result 1.2 Established/operational institutional and organisational framework for a professional training system in the local self-government units
    •Strategy for professional training of LSG employees and Action Plan timely implemented
    •Regular meetings of the Council for professional training of LSG employees
    •At least 4 priority general training programmes designed
    • At least 4 priority general programmes conducted in at least 85 LSG
    • Number of training providers accredited
    •Developed framework for engagement of public employees as training providers
    •National records-keeping system of trainings in LSG
    •Mechanisms for professional trainings of LSG employees in place
    •Number of LSG submitting annual training plans and implementation reports
