    Project Purpose 1      2016/DG I/JP/3328   Promoting media freedom and pluralism in the Republic of Moldova 600 000 
    To strengthen or establish legal and institutional guarantees for a pluralistic media landscape in the Republic of Moldova, with a specific focus on the Russian speaking mass-media and EU related aspects. Increase of the number of legal and political or other activities that address the recognition of Council of Europe standards in the field of freedom of expression and information, notably in the following areas: concentration and transparency of media ownership, digital switch-over and public service broadcasting.

    Increase of the number of trained media professionals on CoE standards in this field.

    Increase of the number of TV and radio programmes produced by public service broadcastert that are in line with coe standards.

    Expected Result 1.1 The regulatory framework relevant to freedom of expression and media pluralism is aligned with Council of Europe standards to ensure transparency of media ownership and prevent excessive concentration.
    At least 5 laws and other regulations are revised to be in line with Council of Europe standards

    At least 50 Number legal professionals and public officials, law-makers, including from regulatory bodies, are trained and involved in revising the legislation

    Law and regulations on digital switch-over are drafted and/or revised in accordance with relevant European standards

    Expected Result 1.4 To improve the professionalism of public service broadcasters when covering political and social issues in a manner that is unbiased, trustworthy and accurate and when
    producing quality programmes for various segments of the public.

    Around a 100 of media professionals from public service broadcasters are trained

    TRM’s Training Centre is established and is functional

    Around 5 new training modules for media professionals from public service broadcasters are developed within TRM’s Training Centre

    Around 20 TV and radio programmes about EU policies and Moldova’s integration process are produced and broadcasted

    At least 5 TV and Radio programmes of Teleradio-Gagauzia are improved in line with international best practices

    The multimedia unit of Teleradio-Gagauzia established and is functional
