    Project Purpose 0      2015/DG II/JP/3644   Long term electoral assistance to the election related stakeholders of Armenia 300 000 
    The proposed country specific program for Armenia aims to strengthen the main relevant election stakeholders of the country through provision of technical support for improvement of the administrative framework, capacity building and awareness raising involving both the electoral authorities and civil society, as well as by sharing Best Practice on issues such as party and campaign financing, gender equality in political decision making levels and domestic observation within the EaP regional network.      
    Expected Result 0.1 EMBs are working effectively and transparently in each phase and at each level of the electoral organization and the trust of Armenian civil society in the electoral administration is improved.
    1 external communication strategy implemented by the CEC.

    At least 5 Train-the-Trainers Seminars are organized to improve at all levels the organization of the election process

    1 Guidebook on the complaint mechanism published and widely distributed to commissioners and domestic observers.

    At least 10 CEC and CSOs multipliers in each region with solid knowledge on how to use the electoral complaint mechanism

    TV-Spots, lists of interested persons, Visiblity material, Documentation of events, participants list, guidebook, Interviews with observers and Commissionars; voters inquiry before, during and after e-day: quality of complaint forms. Nummer of accepted complaints.
     
    Expected Result 0.2 Capacities of Domestic Election Observers Organizations are enhanced to organize professional, impartial and effective election observation missions, being able to make reference to the recommendations of IEOMs of previous elections and to make use of the complaint mechanism provided by the national electoral law.
    At least 2 members of each of the 5 main domestic observer organisations in Armenia have improved their monitoring skills and election observation methodology (Report writing, Complaint filing, Campaign financing, Implementation of International Recommendations)

    At least 10 regional training-events are organized for domestic observers on the specific topics 1. Implementation of IEOM-recommendations in Armenia 2. The effective use of the complaint mechanism provided by the electoral law.

    At least 1 of the main domestic observer organisations disposes of a pool of trained Core Team Analysts and LTOs and the capacity to deploy a professional national wide observation mission.

    Expected Result 0.3 Armenian civil society (particularly young voters and women) know their rights and civic responsibility (i.e. concerning vote selling, pressuring on other voters, making serious efforts to file complaint in case of violation of their rights or of the electoral code) and their active participation in the election process has increased (as voters and candidates).
    At least 10 regional training workshops (including coaching sessions) for female political candidates are organized

    1 awareness raising campaign to promote women participation in politics and acceptance of women in political decision making levels is implemented.

    At least 5 regional trainings workshops for investigative journalists are organized focusing independent electoral coverage

    In at least 20 schools of all regions of Armenia a First Time Voters Education campaign is implemented and in at least one social media space a massive First Time Voter´s Campaign is on-going.

    Expected Result 1.1 Legislation on elections and/or political parties is amended so as to meet international standards.
    A joint legal opinion of the Venice Commission and the OSCE/ODIHR is formulated in order to improve the electoral legal framework. This contains recommendations for improving the electoral legislation and/or legislation on political parties as well as practice

    Expected Result 1.2 Capacities of CEC members and electoral bodies at all levels are enhanced in order to organise elections in line with international standards, such as voters’ registration, equal opportunities for all electoral stakeholders, the use of administrative resources and financial transparency - and in the settlement of disputes; the Venice Commission will provide capacity-building to the CEC, which is expected to pass down the benefits of this co-operation to inferior electoral commissions.
    Skills of Central Electoral Commission members are improved and the capacity of electoral bodies at all levels is enhanced in order to organise elections in line with international standards.

    Project Purpose 6      2015/DG II/JP/3232   Electoral assistance: reforming electoral legislation and practice 786 250 
    Ensure that electoral practice is compliant with the principles of the European Electoral Heritage Shortcoming in the electoral practice are identified and measures to address them are taken in at least 4 EaP countries;

    At least 50% of concerns identified in the OSCE/ODIHR and PACE IMO reports are followed by domestic observers (NGOs) and addressed in legislation and practice in Georgia, Moldova, Ukraine;

    At least five members of the European Platform for Democratic Elections apply their monitoring skills and election observation methodology;

    Overall turnout and registration in national and local elections increases by gender with at least 4% and target groups increases at least by 5%, as compared to previous elections in Georgia, Moldova, Ukraine.

    Expected Result 6.1 Domestic observation becomes professional and domestic observers fully aware of Council of Europe and other international election standards
    1. E-learning course with certification for domestic observers on report writing techniques and international standards in elections is available for users.

    3. A draft toolkit on Election Dispute Resolution (EDR) is avaialble to be applied in each EaP country. NGOs knowledge of election violations and remedies to them is increased through its interactive training modules

    Expected Result 8.2 Capacity building of the staff of national parliaments in the CoE and international election standards and domestic election observation
    Staff of national parliaments' legal services dealing with the legislation has a better knowledge of CoE and international election standards and assists parliamentarians to apply them in changing the national legislation;


    Staff dealing with the domestic election is better prepared to the domestic election observation.

    there is a better compliance of national election legislation with the CoE election standards;

    Pre-electoral observation mission and related initiatives organised at national level by the PACE are better organised;
