    Project Purpose 0      2015/DG I/JP/3314   Criminal Justice Responses to Drug Dependent Prisoners 0 
    Drug treatment systems and alternatives to imprisonment are improved through regional cooperation between 4 EaP countries (Armenia, Georgia, Ukraine, Republic of Moldova). The regional network of stakeholders is established and a strategy for 4 EaP countries (Armenia, Georgia, Ukraine, Republic of Moldova) is developed on a rehabilitative approach to drug users who are in contact with the criminal justice system.

    A regional network of relevant policy makers and prison managers in 4 EaP countries (Armenia, Georgia, Ukraine, Republic of Moldova) is ready to support evidence based measures aimed at improving drug treatment systems in prison.

    In Republic of Moldova two or more therapeutic communities in prisons are functioning.

    Two groups of approximately 8 persons (therapists, prison staff and NGO workers) are trained in running therapeutic communities in prisons.

    Project Purpose 1      2015/DG I/JP/3242   Penintentiary reform - Strengtheneng the health care and human rights protection in prisons in Armenia 900 000 
    Provision of healthcare (including mental/psychiatric health care) and the capacities of the staff in prisons are improved and brought in line with European Standards Health units of all penitentiary institutions under the Ministry of Justice are equipped to provide quality health care services to all prisoners.
    Capacities of medical and non-medical staff in prisons on human rights aspects, ethical standards of healthcare in prisons is enhanced.

    To strengthen the observation of human rights and rule of law in treatment of prisoners in Ukraine. International monitoring bodies report progress in meeting international standards and commitments of Ukraine in the areas covered by the project.

    The legislative framework is strengthened and national policies are improved towards a rehabilitative approach in the execution of the sentences in line with European standards.

    National policy for inspection of prison establishments, as well as for the review of prisoners’ complaints are reviewed and strengthened in line with European guidelines and best practices.

    Prisoners have access to at least 1 more type of regime activity or programme in 2 prison establishments by the end of the 3rd year;

    In at least 3 establishments the average time prisoners spend outside of their cells for meaningful activities is increased as identified by the survey done with the prison administration.
