Improvement of the institutional framework in the area of decentralisation and local governance according to the Council of Europe and other agreed international standards -
Strengthen capacities of local authorities to enhance implementation of reforms through a number of tools |
- Government’s institutional capacity is strengthened
- Regional/local authorities’ capacity to implement decentralisation is reinforced
- CoE legal expertise is provided to support the reform of local governance in Greece

The CoE provides policy advice on efficient allocation and structure of competence flows between the State and Local Authorities of both tiers; on supervision system of local government and decentralised administration; legal framework for the Capital City of Athens and for the metropolitan area of Thessaloniki; and local financial management |
