    Project Purpose 1      2016/DG PROG/JP/3711   Overall management 2 555 000 
    Support country-tailored reform processes in the areas of rule of law, democracy and human rights with the aim for the CoE SEE member States/IPA II Beneficiaries to comply with European standards.      
    Expected Result 1.1 Enhanced coordination and management of the Horizontal Facility
    Timely and comprehensive narrative and financial reporting on the HF implementation in accordance with the Implementation Guidelines; regular communication with DG NEAR on the planning and implementation of the HF;
    close cooperation with CoE Field Offices and Strasbourg team; smooth and co-ordinated implementation of the HF

    Inception, periodic and annual reports; HF Steering Committee Boards, management meetings with partners and donors in HF beneficiaries; Meetings of TAPA Co-coordinators and HF Beneficiary Coordinators; Assessment missions for the new Actions; HF Share Point, Internal HF/CoE management meetings
    Synergies between similar EU and CoE Actions are enforced and overlaps avoided
    Expected Result 1.2 Efficient monitoring and evaluation of the Horizontal Facility
    Monitoring and providing guidance together with DGI & DGII on the implementation of TAPAs; drafted templates and guidance/instructions to facilitate coherent implementation, monitoring of and reporting on the TAPAs; Result Oriented Monitoring conducted; effective monitoring and reporting of the implementation with national stakeholders are established and maintained

    Reports/Minutes from the HF Steering Committee Meetings; TAPAs work plans and calendar of activities
    Full political commitment to the implementation of HF in all beneficiary countries
    Expected Result 1.3 Develop and implement enhanced HF visibility and communication strategy
    Raised awareness of beneficiaries and population at large about HF interventions; regular and up-to-date information about HF are provided and its results and achievements are widely communicated; appropriate information is communicated to appropriate audiences using appropriate communication channels; branding of all Actions under the Horizontal Facility umbrella through a systematic use of the Horizontal Facility’s visual identity; HF visual identity is used by all Actions on all materials relating to the Horizontal Facility

    HF website, HF social media (Facebook, Twitter, Youtube), HF newsletters, launching events, media reports; HF visibility activities/materials (project leaflets, tv reports, ECM and HF leaflets, promotional/media events, joint launches etc.)
    Commitment of all stakeholders to the implementation and enhancing of the Communication Guidelines and to consistently upholding HF visual identity
