To acheieve a better awareness and understanding of the EU and other international standards and best practices for the establishment of an independent, reliable and functioning judicial system and the enhancing of the judicial co-operation by the CARDS Countries.
The regional strategy, based upon benchmarks that translate a set of commonly accepted EU standards, practices and principles on the independence and functioning of the judiciary are elaborated.
A detailed National Strategies together with an Implementation Action Plans are elaborated;
To enhance judicial co-operation and networking among the CARDS Countries themselves, with the CCs, the EUMSs and the International Organisations
